Olaf Bergmann 57c78e40dd Makefile.oss-fuzz: Wrapper Makefile for OSS Fuzzer ...

This Makefile will be invoked from the OSS Fuzzer to create the
fuzzing executables. Invocation:

  make -C tests/oss-fuzz -f Makefile.oss-fuzz

This change closes issue #231 [1].
